The fact is, Harley is mainly popular with normies because of BTAS, where she didn't actually kill anyone and her focus episodes were usually fun romps, except for Mad Love which ends with her getting pushed out a goddamn window, so a generation of fans is conditioned to sympathize with her.
DC doesn't understand WHY she's popular, just that she is, so with the all-new, all-edgy nu52, they greenlit a one-shot that has her casually committing mass murder, but it's non-canonical for any number of reasons you can pick:

Does WB/DC pander to Harley fans? Yes, obnoxiously so, but my point is the "kill-crazy murder-spree Harley" is a relatively recent thing, and seems more born out of how EVERYBODY was made edgier in the nu52.
