Because Overwatch is literally trying to steal away the TF2 audience with its similar gameplay, similar playstyle, similar online cartoony shooter aesthetic, even trying to do similar, "Meet The Team" videos. If TF2 has Soldier doing the Carlton dance than Overwatch does it months later, they're copying TF2. Because of all the iconic dances they COULD have picked, they went with one that TF2 did.
And TF2 ain't The Simpsons, it's not nearly abundant enough for people to scream, "TF2 Did It! TF2 Did It!" if someone makes a reference to anything.
Overwatch is blatantly just putting things into a formula and copying what works in order to hook an audience. TF2 has its own brand of humor. Unlike Overwatch where the majority of people go, "This reminds me of Disney", TF2 is just its own thing and got fans for being its own thing. Even people who don't play TF2 still love the TF2 shorts and comics.
