He tries to save everyone but like you said, sometimes he breaks laws, or supports harsher ones because in his mind, they're wrong and he's right. He's not evil or malicious or anything, he just gets carried away because he's unlike the rest. He's not a science autist like Reed, a wreck like Pym or a self-absorbed and self-hating narcissist like Doom. He's a guy with some gifts and the means to make the world a better place, according to his POV. Some agree, others disagree, but that's always a given when you take a leadership role.
To me that's what makes him complex, moreso than the average Cape. Depending on the run and your POV, he can go from a genuine super-hero, to Big Boss, to an elitist Ultra-Capitalist who wants the monopoly on everything while saving only those he deems worthy. The latter is the extreme, out of context version, but some arrive at that conclusion.
