Virgil is calm, modest, and suffers from depression. His GF in high school got killed by a drunk driver, and he's never been able to get over it. He wasn't even able to go to her grave and acknowledge she's really gone.
The series has him initially bailing Chad out of problems out of pity and a realization Chad won't survive without someone to help him, but slowly getting so annoyed with his braggadocio that he eventually leaves Chad in lock-up after he grinds against a fifteen-year old after sneaking into a high school prom.
The theme of the cartoon is "It all comes crashing down". Chad is forced to eventually deal with his 'zany schemes'- often trying to con money out of people or women into sleeping with him- having massive consequences that Virgil can't and won't always be around to get him out of. Virgil realizes he's been acting as Chad's caretaker because he's afraid of change and moving on, and comes to realize he's wasted years on a parasitic relationship out of a warped sense of duty.
The first and last episode would have a bookend of sorts. The first episode being their first day of college, where a professor explains no one will remind them of due dates or testing days. "You are responsible for you."
This message will be repeated when Chad whines that Virgil has always bailed him out before when he's put on trial for probation violation, sexual solicitation of a minor, drug dealing, unlawful weapons trafficking, and a long list of offenses. Virgil finally puts his foot down, repeats the professor's "You are responsible for you", and leaves Chad to deal with the consequences.
The final scene would be Virgil reading a love letter he never got to give his girlfriend at her grave.
