In almost every european countries, people see more american movies than movies from their own country in theater. There's as much american music on the radio as local music. Most series young people watch are Americans.
In most of those countries, you can legally buy a gun. You can't parade in the street with it like in the US but once you've clear the necessary background check and what-not you can own a fire weapon. There are hunters everywhere after all.
And in all those europeans countries, the rate of murders, not just murder by gun, all murders, is immensely lower than in the USA.
So yeah, there's a cultural problem. Not culture as in movies and songs, cultural as in ideas, customs and social behavior.
The USA have a gun problem like people have an alcohol problem. Instead of taking it for what it is, a tool made to kill that most people don't have a reason to possess and shouldn't want to possess, the USA glorify it as some mighty tool of freedom against oppression.
Apart from hunters and those whose jobs require it, there should be as many people owning a gun as there are owning a bow. People who like to shoot at target for the sport, not because it makes them feel powerful.
