Clayface almost died when he fell in water and started dissolving. Even if he were to be able to turn himself into dust like Marvel's Sandman, if you slipped him in that state in a drink, what little would be left of him would probably dissolve anyway.
And Jervis's mind control, as vague as it is, is explicitly based on technology. He needs the cards because he uses electric signals and circuitry to manipulate people. The moment the cards are removed, the control is gone. They made a pretty big deal of this in his first episode.
So even if we were to assume they would work on Clayface (which they probably wouldn't), if he turned himself into dust and was then put inside a drink (which would probably kill him), the cards would not affect him, or any of the other rogues, because they would no longer be attached to his brain (if he even has one). It's not fucking magic.
This is the dumbest fucking excuse to get the rogues to once again team-up and become Joker's sideshow.
