I think that's pretty much it when it comes to a major storyline order. I'd recommend to watch the trilogies (Imagination Land, The Coon 2, A song of Ass and Fire)
Character development depends on the character, I'm sure if you google best Cartman/Butters/Stan/Kyle etc episodes you'll get a list of their most relevant episodes, though not much stuff gets carried over.
