He was introduced as a shadowy masked villain who is against bending in Republic City as a form of class warfare and is seen as a kind of Leninist stand in.
Yet, we find out that he was Tarlocks brother all along and he was using blood bending to take peoples banding away (somehow? this was never propely explained). He gets exposed, and commits suicide with his bro on a boat.
And then by the the next season bending/non-banding relations in Republic City are apperently fixed over-nite by the addition of a few members on the (presumably) unelected Republic City Council.
