The only reason he didn't, the only reason he started fighting was because they were going after Bucky. And not just going to arrest him, but going after him with orders to kill on site. That then escalated in to a possible threat to the world, which everyone else ignored.
Then when someone finally did pay attention and bring it to the authorities, said authorities still ignored it.
Oh and that someone else that would be making the decisions was they guy that was responsible for creating the Hulk and the Abomination as well as chasing the Hulk around the world for 3 years. During which time he never actually told his superiors about the Hulk, just that Banner was a dangerous traitor. So Cap would have been kinda right about the wrong people being in charge.
