So he never interferes with Jerry sabotaging his daughter's potential and ruining her life, in every universe, because if he does, he won't get a Morty.
Beth doesn't "allow" it because she's being emotionally manipulated by Jerry and his neediness. By the time Morty happens and Rick gets what he wants, Beth is already spent and used up thanks to Jerry, which makes Rick even angrier.
Jerry ruining his daughter in every universe is the one piece of shit thing in his life/incarnations he has absolutely no control over and there's nothing he can do about it because Morty is something he needs to continue doing business. He basically has to sacrifice his daughter's happiness and potential in every timeline so he can get a tool he needs to proceed with his plans.
Everyone's a piece of shit in this show on some level, not just Jerry. There are no "good people" in the world, be it ours or Rick & Morty's, because morality is just something the Bible made up.
