Better question: WHY IS THIS MOVIE NOT ON BLU-RAY, HOLY SHIT. This is one of the few Disney movies that I can call "underrated" and not feel like a schmuck for doing so. Even with its flaws - notably Roxanne being more a MacGuffin than a character - I still consider this film to be one of Disney's better films of the '90s.

And yes I have a boner for Roxanne BUT COME THE FUCK ON, SON, LOOK AT HER IN THAT WHITE DRESS.

They're totally different. The people animating the movie have nothing to do with marketing it. I still have a hard time understanding why any group of people, at any point in time, looks at shit tier DA quality art and decides to slap it on the cover of their movie.

Sounds like you're just a late bloomer. Wet dreams and over the top dreams are a product of the age it happens (teenage years) not the feelings themselves. So if you started having sexual interest at a later time, it would be less dramatic.
