Storm started off as a wussy ass "I shall never kill!" sissy heroine; basically the type that abhores violence and constantly complained when she had to use her powers to fight bad guys.
Then the Brood Saga happened and she nearly got turned into a Brood Queen/was away from Earth for a while. Then Xavier forced Rogue onto the team which Storm did not want (to the point of throwing a knife at Xavier and threatening to lead a team-wide walk-off and later admitting to Rogue, point blank, that she STILL hated her guts and had been lying to her face about forgiving her/liking her, well into the tail end of the Australian period) and she had to stab Callisto in the heart to save Angel and Kitty from the Morlocks.
Everything came to a head when Viper poisoned the team and Rogue had to team up with one of Logan's friends (Yuriko) and in her fucked up state of mind, ended up letting Yuriko make her over into a butch punk rocker with mohawk. And that with her new look, she stopped giving a fuck and became a bad-ass hero, which ended up backfiring on her because she then lost her powers within a year.
She then went super emo, realizing that she spent years being a bleeding heart and repressing her bad emotions because they affected her powers and as such, behaved like a stepford wife. She doubled down on being a hardass, even after she got her powers back, but after being turned into a kid and science raped by Genosha, she regressed back into being moe.
Storm's entire arc is that she's a cutey moe who secretly wants to be a butch badass.
Also, her arc as leader was less a big thing and more the fact that when Scott left the team, Logan was too violent to lead, Kurt was too much of a loose cannon silly-wise, Peter was too dumb muscle to lead, Kitty was a rookie, and Angel made it clear that he would kick Logan off the team first thing if he led it. She was the only one left and ended up having to run with the ball.
