And he had clearly been planning with Black Panther to take out Namor, so it's more likely he was with him if anyone.
Carol only brought up Attilan because that's their only link to Black Bolt and they couldn't go there to look for him because isolationism is Attilan's schtick.
And fuck off. He trusted Medusa to handle their kingdom, was he wrong to do so? In his mind, making sure his kingdom would still have a universe to exist in took higher priority than him remaining on the throne at that time. He had complete faith in his wife's ability to lead. And you know what? The Illuminati shit was a mistake, they really didn't do shit. He knows that. He saw that Medusa was handling things better than he imagined, so he didn't go back for a while. Possibly out of shame, nobody really knows because it's never been explained, it's a big problem with the character because he can't monologue or anything. Most writers just can't convey his thoughts or feelings without Medusa acting as his mouthpiece. Then he was put under Maximus' thrall for a while, and when he got out of that, next time we see him he attempts to go back to Attilan, so it's safe to assume he went straight there. Medusa had none of it, though, so he fucked off instead of hurting her and built his bar or whatever.
Nothing he did was selfish or lazy. "Forsake his duties for drama"...I mean really. It was ultimately the wrong decision, sure, but he was trying to do what was in his peoples' best interests.
