Also why doesn't the JL set up a hotline where people who get metahuman abilities by accident can call and get help either turning back to normal, or get setup with a legit job that fits their new powers so they don't have to turn to crime?

I remember back in the 90s some dude accidentally got superpowers from an alien device, and the first thing he did was go to the Fantastic Four for help. For the life of me I couldn't understand why more characters didn't do that.
