Part of this comes from the double edged sword of CanCon. On one hand I'm not sure there would even BE a Canadian animation industry without it, on the other the industry gets the bare minimum required to keep the likes of Teletoon and YTV from losing their broadcast licenses. Meanwhile those two continue to piggyback off American and Japanese producers because it's otherwise cheaper to simply import material from other countries than produce it.
And if we're really being real here, this is an entirely Canadjun attitude to take with this. One thing I've learned over the years is that Canada as a nation is very risk averse and very willing to severely punish ambition.
