X-23 was never really an option; Logan was a farewell piece for a franchise which is clearly winding down if not actually done. When they were making it they had no idea Deadpool would do well, knew JLaw would not be returning after Apocalypse, and knew Hugh J. Actman was out. So they were really free to go crazy and do a thinkpiece as long as it had fight scenes, and they did OK. For FOX, I mean. That shit wouldn't fly at FOX Searchlight, even, they'd have made it about life in the cloning facility and it would have ended much darker.
But yeah, once they cast a kid that was pretty much it. You can't rest a franchise on a child's shoulders; never mind the cruelty of all that pressure and fame, you just couldn't get enough working time with them.

I genuinely don't believe they're going to make another. Couple tv shows, and maybe - if one of those looks like it'll run and run - they'll make another movie, but right now I think they're just making the shows to hang on to the rights without the investment hit of a fresh movie. There's a lot of talk about movies, but no real movement, and the dates they've set are suspiciously close for there to be nothing going on yet.
I don't even think they're trying to rile Marvel into offering to buy back; genuinely, I think something at FOX has broken and they've just accepted they've got two kind of dead Marvel franchises and nothing to do but try not to piss off the fans they have left. Promises of movies that never materialize happen every day; but a show to fill the gap... that's at least something.
