The actual reason is Lisa.
Firstly, aging and time hasn't stopped, it has just been biologically slowed down. This is why Lincoln is still able to grow strands of facial hair, and they are able to actually know it's April Fools Day again. It's just stunting growth a little.
Lori and Leni are practically adults, but neither are close to their parents heights. Luna and Luan are barely showing signs of puberty at all. It's been several years and Lily is still a baby.
But what about Lisa? Well, we know she suffers from some side effects from her experiments. Baldness and she's lost her teeth at the age of 4. She is also notably the only person in the family who wears glasses, indicating that it's not genetic. Hair loss, gummy mouth, poor eyesight? All things that happen to us as we age. So perhaps the experiment she worked on was actual an experiment to do with aging and these were the results of the failed experiment.
Now to avoid suspicion we can go ahead and assume it's some kind of Area of Effect thing. By putting the whole of Royal Woods under that effect, it would be less suspicious as time passes because everyone around them is aging at the same rate. While years pass, their bodies are only aging days.
We can safely assume by Lisa's age that this has only been going on for a few years, so it's not the 50 years bullshit of Fairly Odd Parents. But we know it only causes change in Royal Woods.
When Ronnie Anne and Bobby go to see their family, Bobby mentions how much bigger RJ has got. A general comment sure, but also one to indicate that time flows normally outside. Ronnie's grandparents are concerned about her and Lincoln's size for their age, and you need only look how her older cousin looks older than Lori side by side despite Lori being actually older.
tl;dr Lisa has slowed down everyone's biological clock, and when Lincoln sees Ronnie Anne again it's going to become a "hey kid want to /ss/?" scenario
