This is the "safe" pander to LGBTQ tolerance.
Like with Mrs. The Monarch, they gave the cues and hints and all the little innuendoes.
But with Venture' they were open about what the joke was. They even had Brock call her out on her gender-nonconformity and they eventually solved the big mystery.
That was done well.
But here's the thing: when it's pandering and placating the whole point is to not really respect the subject matter, only to pretend that there's some sort of minimum level of acceptance met, and always within the bounds of deniability. And all the while expecting the pandered-to minority being too stupid to see what they're doing.
Remember: They can still say they never had any trans character on the show.
At the same time they can say they did have a trans character and pat themselves on the back for it.
