I believe this fallacy comes from the fact that we just get exposed to boobs more. You spend more time looking at women from the front and waist up than from behind and waist down. If that's all you're usually getting, then yeah, it makes sense to favor boobs.
But when you get the occasional look at dat ass, or better yet, finally get to have sex with the woman in question, the superiority of ass/thighs cannot be denied.
