Winter Solider is considered a well made film and a good Superhero film as well, but didn't make as much money as it could have - probably because it was a bit too serious for a popcorn movie. Guardians succeeded because it was at the right time, after Avengers and looked sparkly and shiny and funny, with advertising that didn't end up making the audience feel like they been tricked after the good reviews, so it made more money than a far superior film (CA-TWS). But if it had come out after Thor #1 and CA-TFA, and before The Avengers, I would bet money it would not have been as big a hit, especially globally.
Antman and even Dr. Strange (which is a teeny bit of outlier because of the Cumberbitch effect) are proof of that.
But anyway, Feige wants control and they don't want big money.
Johnston signed for two films, so they could always come back and say, hey, want to film a Bucky stand alone film? Say Bucky and Natasha, an adaptation of Bitter March with a CGI aged down Sam ...
But I wouldn't hold my breath.
