Superman mostly changes his moves up to match his opponent, ie he might go for straight fisticuffs against doomsday, but facing non-brawler opponents he's much more precise and adaptable.
Supergirl is similar to superman, but she uses her flight and speed somewhat more than her strength. She also uses her other powers (heat vision, cold breath, etc) much more than Power Girl does.
Power girl has one strategy she defaults to in every fight: be stronger, be tougher, hit harder. That's not to say that she doesn't fight strategically, but the brawling, the smashing, the up-close sucker-punch that breaks the sound barrier, that's her style. She doesn't deviate from it if she doesn't have to.
I hope that makes sense. They're very similar, absolutely, but I think the differences are easy to see once you know what you're looking for.
