He honestly believed that if he did this Archie'd pay him royalties for using his characters because he is so delusional that he geniully believes that he and his OCs are the reason the comic was ever popular (He doesn't even recognize because its maybe because its a comicbook about a well-known videogame series).
However, he didn't expect Archie simply rebooting the comic and dropping his character altogether after the settlement they did. Since they still ahd to release archives of the old stuff, however, Penders continued to bother and got some other artists that worked in the comic before to try the same shit to squeeze some extra cash out of Archie, but thatw as the thing that broke SEGA's patience.
As such, they were intending in rising the cost for the copyright and Archie, specially since the current head of Archie only cares about Archie and never cared for Sonic (He grew up with Archie as a kid and since now Archie is popular now, he doesn't give a fuck that sonic basically held the company afloat for a long time.) so while they say they are "at talks" its really clearly Archie is tyring to look to either get a better deal or just drop Sonic forever.
