There was Annihilation Nova in 2006 but that technically wasn't cancelled because of low sales it was cancelled to launch Nova vol 4 since the Annihilation event had ended.

As you can see Rich at one point went more than a decade without his own comic for having low sales while Carol after she became Captain Marvel kept getting constantly relaunched regardless of doing a poor performance. Nova suffers if it does bad, Captain Marvel just gets a new creative team and keeps going because it's a priority comic since she's going to be in the MCU (and initially because she was Wacker's pet project).
So yeah Carol can sell poorly and still get a fresh new comic in a span of a year or less, Rich is not as popular or as pushed nor is he a pet character so he gets shelved. I can understand why at least other fans of c-list characters might be pissed because of that especially since Carol's comics haven't been good and with the exception of vol. 9 none of the writers really know what to do with the YASS Queen.
