They already pushed Panther and Strange before their movies.
Carol's getting a bigger push altogether because the version that is called "Captain Marvel" and will be wearing the costume from the movie basically has only existed for a couple years.
When casuals come out of a movie, they go "wow that was great, now I want to get into [character]!", so they go to the comic shop and buy a bunch of trades. Panther and Strange have plenty of material to reprint, but nuCarol doesn't, so that's why they've had an ongoing series in perpetuity despite her not selling well, they need as many TPBs with her modern look and name to sell as possible.
