Race as a topic has swung full-circle, the civil rights movement was once about "not seeing race" but in today's environment you *must* acknowledge race.
Don't think it was Byrne and Claremont though, thought it was Storm's creators, Cockrum and Wein.
Now, that design idea was never going to work out well. Her skin color is obvious while comics rarely had the detail of facial construction to easily make these "post-racial" features for Storm stand out. Readers never picked up on this at the time, Storm was simply a black african character like wolverine was a white canadian.
*Modern* marvel would never touch a "post-racial" Storm, they need her as a black character. And thats been the way she has been portrayed for decades, they had moved to drawing her with typical african facial features since at least the 90s.
