Superman's a romantic character. Romance always played a important factor in his stories.
Wonder Woman's a romantic character, as well. I mean, she went to Man's World in part because of Steve Trevor, the first hunk she saw.
Batman... is not. He's a tragic character. Romance doesn't work with him. It's one of the reasons Batman/Catwoman will never have a conclusion.
That already puts a big damper to BM/WW, since DC would never want to change Batman long-term. Not in any way that could make the character more happier. So if it happened there'd be a doomsday clock ticking from the very start.
Then there's the fact that their world clashes too much. Superman and Wonder Woman are super-heroes. They're ludicrous from the start. Sure, he's more sci-fi and she's fantasy, but works. Not the pairing, mind you, but the idea of it. Batman, though, DC likes to keep his stories grounded and very nitty-gritty. That's why you hardly see other super-heroes in his stories. Even Superman. Then there's also the problem of having a super-hero in Batman's life that could make most of his work for him with minimal effort.
So you know, it's a doomed thing that if done would be more akin to a failed romance than something with potential. It can only work in cartoons or Elseworlds kinda thing because then you've a finite story to tell.
Also, DC doesn't want Superman to be overshadowed, so they keep Batman and Wonder Woman as far from each other as they can. Superman has to be the centerpiece of the Trinity, after all. If Batman and Wonder Woman were closer with each other than they are with Superman, Superman would be less important in Batman and Wonder Woman's life and DC doesn't want that. Specially in regards to Batman, since the World's Finest do wonders for Superman.
