WB is just a company that owns IPs and distribution.
Producers go to WB and say "I would like to make a movie, here's some money", WB writes up a deal, and all they expect is their money back plus a percent of the profits. For all intents and purposes they're a bank. The people at the highest position there do not care about the quality of movies, they don't go and say "well this movie COULD be making more money if it were like this!" because they make so much money from so many different sources it doesn't fucking matter to them as long as it's profitable.
You know when people talk about "executive meddling"? Producers are the people they're talking about. Zack Snyder and his wife are two very wealthy people who paid WB to make a movie for them. They were not hired. Snyder WAS hired to direct Man of Steel, at which point he and his wife then put their own money into the project. After becoming involved in this way, they paid WB to make more movies.
Snyder is not pitching anything to anybody except fellow investors. Those people can't take away his ability to make the movies, they can only choose to back him or not, and if they don't back him, someone else will because these movies are guaranteed profits.
tl;dr There is nobody above Snyder. He is the executive. The only people with the power to stop Snyder will not stop him as long as he keeps paying them.
This is not some special circumstance, this is literally how movies work. EVERY movie. This happens to be one of the cases where the money guy also happens to be the "creative" guy, whereas with Marvel, the money is provided by people who then put it in the hands of Kevin Feige. At WB, their Feige is Zack Snyder, who is also providing the money.
