They have to be operating under the impression that the Rebellion has been over for millennium, and the only thing left are mutated fragments of the gems they were trying to kill. Acceptable conclusion to the messy rebellion: Rose and her followers are either dead, MiA, or stumbling around as brainless quadrapeds that will be ultimately gathered up for the Cluster.
It's the only way, prior to meeting Greg the CGs have been able to spend most of their time collecting and mopping up literal pieces of their former comrades and finding Amethyst. From the way they reacted to Lapis leaving, they *haven't* had any contact with Homeworlders until the events of the show. Honestly, Homeworld's basically treating this like someone *smart* would in the Alien/Xenomorph universe. "Oh, hey, those silicon monsters have infested this remote colony and eaten everyone? Nobody important is still alive or confirmed to needing rescue after the person we care about is dead? *presses nuke button* There, we played it safe. If we need to go back there, let's just send expendables or small crack squads to deal with anything."
