the entire comic, the whole "decadence" aspect of transmetropolitan, happens due to this. the series is pretty clear about it: 40 years ago none of it was even possible. you had an energy crisis, massive starvation and people were feeding of any vermin you could catch.
Then you achieve tier 1 civilization and suddenly you have smoke people and AI drugs. people are getting so creative with matter reassembly the goverment has to create new regulations every hour.
it's really interesting how well placed the lore in transmet is.
