In the cartoon he's a very comedic character, but that's in line with the show's general more comedic tone.
In the original New Teen Titans he was fairly serious, which makes sense considering his life just got completely fucked by his accident. He was a tragic character that dealt somewhat lightly with transhumanism. However this was before computers were prevalent, before the internet was really a thing at all for households and before robotics in humans were anything more than science-fiction, so that aspect of the character didn't age very well. He was basically just gritty Inspector Gadget.
Like Raven, because he was never that popular on the team he didn't get much development or attention. The New 52 was used to just totally reboot the character and bring him up to speed with modern technology. His two ongoings in the past few years have been pretty good, but not good enough to get people reading.
He's on the JLA now for pretty transparently shallow reasons, and some people have reacted very negatively to this.
The cartoon version is held in high regard because, unfortunately, people confuse stoicness/seriousness with lack of character, and the show added the kind of funny almost frat boy-ish aspect to the character, while admirably still keeping the serious aspect of the character when it's called for. Not that this is bad, just this is why people often say he had no personality in the comics despite that not really being true.
And this comedic aspect doesn't really fit with the way the JLA is portrayed so in the comics it's still not there, which adds to the distaste some have for him.
Meanwhile, on TTGO he's some kind of bizarre psychopath, even moreso than the other characters, which really weirds me out.
