A reference is a nod to another work, intentionally shaping a joke, name, or design after another work.
An homage is when the reference becomes an entire plot, theme, trappings, or shot composition.
A ripoff is when a show or episode (aka a large scale point) is ripped beat-per-beat from another work and claimed as an original work. The clasic example is chinese bootleg movies that directly style themselves after the originals to draw appeal.
Of course simply being similar to another work does not automatically designate ripoff (see yu-gi-oh vs pocket monsters), and "ripoff" isn't really a strong argument for the quality of a work in any case.
