I agree that he CAN be funny, but since the essence of comedy is subverting expectations, I don't mind when he doesn't do the more obvious schtick, i.e. spring-loaded pies, squirting flowers... like, for cartoons and stuff aimed at kids, that's fine, because it's still novel and funny to them, but after a while you EXPECT the Joker to always have an acid-squirting flower lapel or an exploding pie in his back pocket. It's predictable. Rote. Old hat.
In both the comics and DCAU, Joker has made a big deal about trying to keep his material on the razor's edge, and is quick to dismiss any idea he deems "hokey". I imagine that since there's 50+ years of him doing the more conventionally Joker-y stuff nowadays, writers and, consequently, the character are afraid of it getting old.
