I am to tired to explain it to the other anon, but YES, X-Men were mistreated since Quesada came in, as he hated X-Men (and married Spider-Man). The "No More Mutants" was a very symbolic part.
Obviously, the X-Men line was doing its best, because X-office was separated from the marvel office, but it changed around 2014 (according to Mr. White, who used to be co-editor of x-books, but got moved into other jobs).
And yes, they were creating new mutants, however, it's very worth noting few things
-Mike Marts was first appointed as a new editor, and then decided to leave for some reason
-No merchandise, nor appearances in games, no cartoons (with really nasty trolling by S. Wanker)
-Lack of focus, nor quality. Compare Avengers books to X-Men and you'll see the gap, it's obvious which is a priority.
-A good sign is what they did to FF, despite the book having much better sales than Ms. Marvel, Moon Girl, Shithumans, and every other crap that isn't cancelled, but should have.
