Sonic boom would almost certainly be very inferior if it were made in Japan.

The cartoon? Yeah, I guess they'd try to have it take itself seriously at times and suck because of that.

The game would have been infinitely superior if made even by the same Japanese team that made the worst of the 3D Sonic games though.

Yes, Japan is great at many things.
Anthro shit is not one of them strangely.

Sticks was concepted by japanese team. That is the reason they put her in Mario & Sonic crossover, made wallpapers with her and even made a small comic strip with her on Sonic's recent anniversary.

I'd say, it would be really depending on who in Japan would make it. Current Sonic Boom is good, but most jokes feel too silly. Thing that it is best about Boom is self-aware humor and japanese are quite good at that. I'd watch a Sonic Boom by the same guys who are currently making Akiba's Trip the Animation, for example.
