The fact that it didn't happen sooner, the fact that the twins invented basic commonsense defensive items that were somehow never thought of before, the fact that two people could come up with so many ideas that people had never even considered before, and that their joke shop was seen as a terrible idea for an enterprise was all proof to how stagnant magical creativity is.
Hell, the entire magical education system/testing is by rote and memorization, and the first mention of anybody but a super-famous professional improving on traditionally taught magic is in HBP, and even Snape's improvements didn't get acknowledged at all, judging by Slughorn's reaction to Harry using them.
Why are wizards still using radio? Why haven't they been to the moon? Why doesn't their court system have even an inkling of what a goddamn LAWYER is? Because the vast majority - the ones who make decisions about the direction of their society in particular - don't feel the need to improve their condition. They assume Muggles are naturally inferior, and needing to compensate/adapt is solely a Muggle thing, because Muggles don't have magic. So wizards still depend on antiquated ways of life because they still work, no matter how poorly they work or how much things could improve if they just tried.
