Back in the day, writers didn't really know what to do with Wally. So, for a while, he was portrayed as a hardcore conservative who was a tiny bit racist.

In that particular case, however, a bunch of the Titans, Wally included, were being mind-controlled into becoming jerks, though.

The context is that the Titans entered a town where for some reason people were being influenced to act more like the 50s... I forget the details, but it wasn't as unexpected for Wally at the time as you might think. He was characterized as being the quick-to-judge, conservative member of the New Teen Titans, since he came from a small town in Kentucky. It was Mark Waid's run and Grant Morrison's JLA, followed by the Justice League cartoon they inspired that led to the easy-going everyman Flash we know and love. tfw you realize Waid would've been shat on for being a "Political Correctness Warrior" even back in the 90s if /co/ had existed. I can hear it now - "WTF HOW DARE THEY PAIR WALLY OFF WITH THAT DIRTY CHINK!"
