>>88091300If I had to guess, it's a combination of that the writers wanted her to have feminine characteristics (no strength, scaredy-cat) that would've been hard to write for a male character, and that the original design of a guy walking around in just his underpants was a bit silly.
...but that's just my guess. It could be anything from that they really liked the voice actor to that they just wanted more female characters.
I feel like I need a disclaimer that 'feminine' does not mean 'female', because people seem to object whenever I mention masculine/feminine traits.
