The point is that you NEED some form of power to rule. Some form of strength.
But, that alone doesn't mean you're a good ruler. You also need other attributes and ideas to make use of that power for the betterment of others.
At least, that's the "proper" way it should be, as indicated by the kids figuring it out.
Meanwhile, the adults just blindly repeat the past mistakes by accepting Clod and his fear mongering ways, ultimately leading to further suffering.
On an added note: I think Mordok may have been a Tree Person.
He's clearly physically superior to the other people of Bedrock, and so is his son.
I imagine that the Destroyer was a tree person that got shunned or removed from their peaceful society, so he left and caused the genocide.
Doubt that will ever be brought up, but it just seems possible.
