Elsa's face has sold merch for literally billions, many times what the movie made in the box office. You think Disney will gamble with that? You think they'll take the risk of parents deciding they don't quite want their kid dressing up as a lesbo or playing with lesbian dolls? Sure they're comfortable with letting gays marry, but having your own kid worship and pretend to be a lesbian character, especially one that was suddenly and recently turned into one? Also it'd make the movie unmarketable in a lot of foreign markets.

It's not encouraging in Disney's eyes - a show can take scenes or episodes getting removed, a movie not so much.
Korra was a tv show, didn't sell merch, wasn't directed at little kids and only insinuated gayness in the literal last seconds of the show.
