It's a flawed concept once there's any competition that won't play ball, same as with cable companies. Once there's a service provider who won't do what the others are, they're fucked and either have to attempt to sabotage the new guy, concede and follow suit with the new guy, or try to ignore the new guy and hope it fails on its own.
The did the last thing, then I can only imagine they tried the first. Now they're likely back to the last thing: praying that the new guy fucks up and they can continue wallowing in wealth unopposed.
But it's too late for that, soon tv will be dead and remembered like radio shows were, and the content will be shifted online, with cable services being swapped with Internet as the top dog, which will hopefully end lobbying against ultra-fast internet being made available to all.
The future is so close you can almost see it.
