You underestimate how big a fuck up Disney's animation output was under Eisner.
For comparison: Disney released three theatrical animated features from 1990 to 1993, one of which was a sequel (rescuers Down Under).
Disney released ELEVEN theatrical animated features between 2000 and 2003, four of them sequels, one a TV spinoff. Also, SIXTEEN direct to video sequels or spin-offs.
Disney movies went from being events for the whole family to being disposable kiddie schlock. Eisner flooded the market.
