It would be fine to take Ulysses's visions as though they were an anonymous tip and just set up surveillance.
However, surveillance is an interesting segue. If he is seeing likely futures in areas with a presumption of privacy, then his visions are warrantless searches/wiretaps, a violation of the 4th amendment. A one man NSA.
I personally am uncomfortable with the regular nsa- an NSA controlled by one man, informing costumed vigilantes whose sole uniting characteristic is taking the law into their own hands... Very troubling.
