At best, it is an 8.5/10. At worst, it is a 6.5/10. Anything higher = blind to criticism, while anything lower = shit taste and/or memeing
The thing is, Undertale is HEAVILY character, story, and lore driven, Normally, I hate it when games get a free ride based on these thing (See Deus Ex 1), however, with Undertale, I went in knowing nothing except maybe 15 minutes of gameplay from the start and it was highly recommended you go Pacifist. All in all, I was incredibly surprised at how well it was.
I've played it 3x since I got it. The first time I found myself saying that it was a good game, the second time I fell in love, and the third time, which was about 4-5 months ago, I had to admit it was probably in my top 10 vidyas.
That being said, I admit that it was based solely on my experience. As I also said before, the characters/story/lore is what most people enjoy and for good reason. They're very good. However, I understand that this is SUBJECTIVE and can be the reason why people don't see it as a great game. Now not falling in love with the characters is 1 things, to flat out hate everything about them is some edgy, tryhard shit and you know it. Almost every single time someone says they dislike the characters is usually for some dumb-shit reason like "HURR DURR, they said anime is real! Maymays much?! This game is trash"
The only other criticism is that the gameplay, while fun, can become a pain in the dick. Especially when you have to backtrack to get some health supplies for a boss you are stuck on. Then again, this only really happened on my first playthrough.
And while the Undertale community is both a combo of really cool shit to MLP levels of autism, they have been nowhere near as bad as the cunts who talk shit on it. Go ahead and make your Steam profile pic a character from the game and see how long it takes before fags starts giving you shit outta nowhere.
