According to Freeze Day he was Jackie's, Janna's and Justin's classmate since grade school, he probably just has a hard time making close enough friends to hang out with even after school, but he's not a social outcast either.
All in all the "safe kid" joke was probably kind of a one time thing, but it's true that Marco doesn't like taking risk (more in an abstract meaning then a concrete one), but he's not a completly two dimensional character, having only the "I FOLLOW RULES" trait. He's sloghtly obsessed with tidiness, he's a good student, he tries to enforce some kind of order, but he still made prank call with Ferg and Al, he messages with Jackie instead of listening to Skullnick talking about paperclips and so on.
