Personally, I can safely say Raven -was- the best thing out of a show I really hate. Sure, I liked Starfire just fine as well, and I even got an appreciation towards Cyborg due to it, but if I had to give one reason why I stuck out with the show for four season, I won't beat around the bush: I just wanted to see the Raven-centric episodes.
I don't even think she's a great character, or and originally interesting one, she's just... good. She hits all of the right notes to make her a likeable enough character that you want to see more of her. Starfire might be too dumb at times, Beast Boy is -definitely- too dumb at times, Cyborg can be too bland, and Robin too up his own ass that you can frown at a number of their stories.
Raven, for me at least, just had no real flaws to her, or at least if she did, they were very, very small and easily ignored. Granted, she didn't do anything -amazing- either, but that was a continuous problem with the show itself.
And yes, there's no denying it: the character design definitely helps. Exposed legs, athletic build, a slightly hoarse voice, hidden in the shadows half the time... It's a damn appealing design that helped cement an already decent enough character.
In the right show, I think she could've gotten even more famous, but for what we got, it certainly helped keep her afloat in the overall DCU, but the same might be said for every character in the show barring Dick.
