You appeal to their love of country, their religious faith, their hard work ethic. You build them up, then you tell them what's holding them back.
Could be anything, but it's better to use the most recent scapegoat, because it's still in their memory. Boiling the problem down to just a group of people is the easiest method. Then you use human logical fallacy to your advantage.
Hitler didn't start out saying that everyone needs to be exterminated. You have to soft-sell them, first. You can't just roll out concentration camps right off the bat.
