Not in the modern sense, but in a classical sense where the first half puts a lot of effort into showing young Clark's journey, there's lots of emotional beats. And the destruction of Krypton, by today's standards not very impressive technically, but it's played very seriously, you care that these people are dying, moreso than in Man of Steel.
Both Sam Raimi and Chris Nolan adore Donner's Superman, and you can see its influences in their respective superhero efforts. Funnily enough Geoff Johns and Kevin Feige are also huge fans of it, Johns even worked at Donner's production company for a while before he got his start in comics.
