They were both right and they were both wrong, you need to finally accept that.
Cap was right in that being answerable to others meant having to deal with people like Ross, who really only wanted to use the Avengers as a tool and was a blind and vindictive shit who didn't really care about people's innocence.
Cap was wrong to do things the way he did instead of surrendering themselves to Stark and trusting his friend to help him do the right thing.
On the other had, Stark was right that they needed to stick together and needed some kind of accountability for all their power, knowing that -in time- they would be able to get that and still operate nearly with the same level of freedom to help people in need and work with governments getting things done.
Stark was wrong in how he handled it, not doing more to stand up for Cap's position against people like Ross, who was clearly just out for blood
