indeed i do agree with you on her character traits. however she never trusted the heroes. and rightly so. she is the equivalent of batman where paranoia and healthy preparedness are concerned.
he had contingency plans in place just in case a hero either turned evil or died.
she would always make the choice that would keep the world turning and make sure the sun would come up the next day.
her methods often leave much to be wanted from a moral standpoint but at the end of the day it would have been a right choice to make. maybe not the best one that solves all the problems and makes people feel happy and fuzzy inside. but the cold hard choice that would ensure that someone survived and that the thread was finally dealt with once and for all. to be honest the justice league under her command following her orders would probably see an end to crime on earth as a whole. probably also see the final death of darkseid and maybe even an elimination of the multiverse.
it would ensure that her home earth was safe and secure and that her home universe was also safe and secure.
