If Clint, Wanda and Scott laid down it would be very convenient for the comfort of Stark, Ross and the audience that back their Just Bend Over movement, but they conveniently forget that means it would be Steve, Sam and Bucky against Zemo + the Accordvengers. Less fighting but a lot more people getting shafted.
First up is Steve's group, they'd get pounded and put in the Raft since they don't have a Giant Man and Scarlet Witch to hold Vision off and Ross considers the breach of the Accords punishable by imprisonment with no negotiation. Tony directly attempted to bring up Zemo when they had evidence from the media something was going on and Ross didn't care, so Steve and Bucky aren't getting out even if they sung to the heavens about everything they know.
A few weeks later Zemo would be so deep inside Wanda's ass Pietro would retroactively feel it before Ultron's bullets penetrated him. See regardless of what the nice retiredvengers have in their life plans we were shown early on Zemo drowning, blowing up as well as killing and impersonating complete anyone to tear the Avengers apart. I don't know how he'd deal with Vision but he'd likely just put a bullet between Wanda's eyes after sneaking onto the compound as easy as Stan Lee did to deliver Steve's package to Stark. Then Stark, Rhodey. Head to the Raft, Sam, program Bucky to help kill Steve.
Natasha, Thor, Hulk and Vision might survive but good luck finding Zemo to get revenge. It's all a game of dominos for him once the law tells the heroes stopping the bad guys is a no-no. He'll probably just kill himself once he's done enough damage. Great work team.
